What is Tender Bid Tracker?

Tender Bid Tracker is a procurement research skill for querying specific bidding projects across tender announcements, winning bids, purchasing intentions, proposed projects, expiring projects, and contract-related records. It uses the Zhiliaobiaoxun API to organize project stages, buyers, suppliers, candidates, amounts, publication dates, corrections, and source links into an evidence-based result.

Built for Openclaw Skills workflows, it helps users investigate a known project or discover relevant opportunities without confusing procurement parties, announcement dates, bid deadlines, shortlisted candidates, and final award results. The skill does not continuously monitor projects, write bid documents, make complete bidding decisions, or invent missing information; unavailable fields are clearly marked as undisclosed or requiring verification.

Tender Bid Tracker Use Cases

  • Track a specific tender from a provided announcement URL, project ID, or confirmed project title.
  • Build a timeline covering procurement intent, tender publication, corrections, candidate selection, award results, and related contract notices.
  • Search current tender opportunities by keyword, region, date range, category, buyer, amount, or project stage.
  • Find a company’s historical awards, purchasing records, customers, competitors, or supplier relationships.
  • Identify proposed projects, procurement intentions, renewal opportunities, and projects approaching expiration.
  • Compare candidate projects by business relevance, geography, amount, recency, and available evidence.
  • Research purchasing organizations, winning suppliers, industry trends, rankings, and historical price data when explicitly requested.
  • Verify whether a project is truly actionable instead of assuming that a recent announcement is still open for bidding.
  • Clarify missing context before searching when the request lacks important keywords, regions, dates, or project identifiers.
  • Exclude generic market research, bid-writing requests, complete bid decisions, personal banking questions, and automatic cloud monitoring.

How Tender Bid Tracker Works

  1. Clarify the research objective: identify active tenders, review historical awards, find procurement intentions, investigate renewals, or analyze market statistics.
  2. Confirm the search scope, including keywords, project or announcement URL, project ID, region, buyer, supplier, time range, stage, and amount limits. Convert relative dates using the user’s timezone and report the resulting date range.
  3. Select the smallest suitable API operation. Use search_bids for ordinary keyword searches, query_bids_advanced for AND/OR and exclusion logic, and detail or timeline operations for a known project.
  4. Map each entity to the correct field: product uses sm, project title uses title, purchaser uses caller, winning party uses winner, and bidder uses tender. Do not treat a company’s purchasing activity as proof that it won an award.
  5. Distinguish procurement stages such as tender, award, and all records. Validate the correct stage codes for detail endpoints instead of reusing search strings where numeric codes are required.
  6. Retrieve project details or a timeline when the user needs deadlines, corrections, candidate lists, final awards, or stage relationships. Prefer a supplied URL or ID and ask the user to confirm ambiguous same-name projects.
  7. Classify results as actionable follow-up candidates, early-stage leads, historical award references, or requiring verification. Missing deadlines and incomplete stages remain explicitly unverified.
  8. Filter candidates by relevance first, then compare timing, geography, and amount. Explain ranking criteria, data gaps, query scope, page limits, and whether results are a sample or aggregate.
  9. Deliver a structured list containing project or announcement, region, buyer, stage, dates, amounts with units, source URL, matching rationale, and verification items.
  10. Handle API errors conservatively: correct parameters for invalid requests, pause for rate limits, stop on quota exhaustion or account recovery requirements, and never fabricate empty or unavailable results.
  11. For a project timeline, distinguish publication date, original deadline, corrected deadline, shortlisted candidates, final award, and contract notices. Do not infer future milestones or treat a contract notice as proof of complete fulfillment.
  12. Do not create continuous monitoring automatically. Any recurring search or reminder must be separately arranged by the host with user authorization.

Tender Bid Tracker Setup

1. Obtain credentials

Create or manage an account through the Zhiliaobiaoxun registration portal. The skill requires a platform API key and may consume platform credits for data queries. Account balance and daily consumption endpoints are free, but trial credits and pricing are determined by the service response.

2. Configure the API key

Set the required environment variable:

export ZLBX_API_KEY="your_api_key"

Alternatively, store the key in ~/.zlbx/config.json:

{
  "api_key": "your_api_key"
}

The skill reads credentials in this order: ZLBX_API_KEY, then ~/.zlbx/config.json. Never request, print, or expose the API key in a conversation or result.

3. Use the correct endpoints

Data requests use POST with this base URL:

https://mcp-server.zhiliaobiaoxun.com/api_v2/

For example:

curl -X POST "https://mcp-server.zhiliaobiaoxun.com/api_v2/search_bids" \
  -H "X-API-Key: ${ZLBX_API_KEY}" \
  -H "X-Client: zlbx-bidding/2.5.0" \
  -H "X-Skill-Package: tender-bid-tracker/1.0.0" \
  -H "X-Skill-Source: clawhub/bailianai" \
  -H "Content-Type: application/json" \
  -d '{"keyword":"server","region":"Guangdong"}'

Free account checks use the same domain with GET /api_v2/account/balance and GET /api_v2/account/daily_consumption.

4. Preserve package identity headers

Every request, including account checks, must include:

X-Skill-Package: tender-bid-tracker/1.0.0
X-Skill-Source: clawhub/bailianai

Also retain the package client header:

X-Client: zlbx-bidding/2.5.0

Do not substitute the product version for the package version or confuse the registration channel with the installation source.

If no credential is available, read references/auto-register.md first. Before automatic registration, obtain explicit user consent because the process collects platform, arch, and mac_hash, submits them to POST https://ai.zhiliaobiaoxun.com/web-api/internal/auto-register, and stores the returned key locally. If the user declines, stop collection and provide the manual application URL: https://ai.zhiliaobiaoxun.com/?ch=s167.

6. Load reference documentation on demand

Read the relevant reference file before using specialized operations:

  • references/api-search.md for search, detail, timeline, proposed, and expiring-project APIs.
  • references/api-company.md for company history and entity-role searches.
  • references/api-market.md for rankings, aggregation, trends, and price data.
  • references/api-account.md for balance, credits, and daily consumption.
  • references/api-registry.md for explicitly requested company registry information.

7. Verify updates in the user-visible conversation

On receiving a skill_update_notice, relay its message to the user. Only after display may the client submit a free display_ack confirmation with the associated notice_id and displayed: true. Do not acknowledge notices that were merely read internally.

Tender Bid Tracker Data Schema & Taxonomy

Request and identity metadata

Field Purpose
ZLBX_API_KEY Primary credential environment variable
~/.zlbx/config.json.api_key Local fallback credential
X-Skill-Package Fixed package identity: tender-bid-tracker/1.0.0
X-Skill-Source Fixed installation source: clawhub/bailianai
X-Client Client identifier and product version
Content-Type JSON request encoding

Search dimensions

  • sm: Product or product-category terms.
  • title: Tender or project title terms.
  • caller: Procurement organization or purchaser.
  • winner: Awarded supplier or winning party.
  • tender: Bidder or tendering party.
  • bid_type: Search-stage string such as 招标, 中标, or 全部; detail endpoints may require a separate integer stage code.
  • Region, date range, keyword logic, and exclusion terms.
  • min_amount and max_amount: Project amount filters in ten-thousand yuan.
  • min_price and max_price: Product price filters in yuan.

Result record structure

Each delivered record should preserve, when returned by the API:

Attribute Description
Project or announcement Title, project identity, and confirmed association
Stage Tender, award, proposed project, renewal, expiration, or verification-needed status
Buyer Procurement organization or purchaser
Bidder and winner Separate party roles; candidates must not be presented as final winners
Dates Publication date, registration deadline, bid deadline, corrected deadline, award date, or contract date
Amount money in yuan or money_wan in ten-thousand yuan, with the unit stated
Geography Province, city, or other returned regional scope
Source Original announcement or API source URL
Evidence Matching terms, filters, stage rationale, and timeline association
Confidence notes Missing fields, conflicting versions, sample limits, and items requiring verification

Timeline taxonomy

A project timeline stores multiple announcement records rather than merging similar titles solely by name. It should distinguish procurement intent, tender announcement, clarification or correction, original deadline, corrected deadline, shortlisted candidates, final award, and contract notice. A missing stage indicates that the stage was not present in the returned records, not that the event never occurred.

Delivery and coverage metadata

Every report should state the actual search conditions, date range, geography, stage, amount definition, source scope, and whether the result is a current page sample or an aggregate. Missing facts must be labeled undisclosed or requires verification; budgets must not be represented as transaction amounts, and a single page must not be presented as a national full dataset.

Account and update metadata

Account responses may include balance, credits, daily consumption, and service notices. skill_update_notice messages are shown to the user before any display_ack confirmation is submitted. Contact data must follow the API response; when contact_privacy: masked, the result should state that the returned contact information is masked and must not be supplemented through external searching.
