What is Overseas Litigation Case Library?

The Overseas Litigation Case Library is an AI research skill for investigating public litigation and regulatory records across major jurisdictions, including the United States, the European Union, and Singapore. It uses Cue’s hosted research service to find relevant cases and notices, classify causes of action, summarize outcomes and public penalty data, and identify potential compliance lessons for Chinese companies operating overseas.

Reports are delivered in Chinese, with original case names and legal provisions retained where relevant. Findings include source links for traceability. This Openclaw Skills listing is a research aid, not legal advice; coverage depends on publicly available data and may be incomplete in some jurisdictions or case types.

Overseas Litigation Case Library Use Cases

  • Overseas compliance checks: Find comparable cases and common litigation risks in a target jurisdiction.
  • Industry risk scans: Investigate overseas disputes involving sectors such as AI, ecommerce, solar, and renewable energy.
  • Sanctions and export-control monitoring: Research public updates involving OFAC, the BIS Entity List, and EU sanctions.
  • Cross-border investment due diligence: Check public litigation or enforcement records related to a target company or its controlling parties.
  • Patent and IP research: Explore overseas patent disputes and trends in a particular technology area.
  • Company or topic searches: Ask natural-language questions about lawsuits, regulatory penalties, or publicly reported cases.

How Overseas Litigation Case Library Works

  1. Check readiness: Verify that a Cue API key is configured, the Cue service is reachable, and the relevant research playbook is available.
  2. Match the research workflow: The agent retrieves the current playbook template ID for the overseas-law scene.
  3. Submit the request: Run the research runner with the user's original query and a dated Markdown output path. The query should not be rewritten.
  4. Research public sources: The agent sends the request to the Cue API, which searches supported external sources such as PACER, CURIA, OFAC, BIS, and ICSID. Search is not performed locally.
  5. Wait for completion: Allow approximately 3–15 minutes and run one blocking command at a time. A [cue-research] RESULT ok marker indicates completion; without it, the task is not confirmed complete.
  6. Deliver the report: Return the report as generated, state its local path, and include the Cue share link only when a real conv_id is present in the runner output or report metadata.

Overseas Litigation Case Library Setup

Prerequisites: git, python3, and curl. Python uses only its standard library; no additional pip packages are required. The skill documentation also calls for its bundled one-step installer on first use, but does not provide a command for that installer.

Install or update the Cue skills runner:

if [ -d ~/.cue/cue-skills/.git ]; then
  git -C ~/.cue/cue-skills pull --ff-only
else
  git clone https://github.com/sensedeal/cue-skills ~/.cue/cue-skills \
    || git clone https://gitee.com/sensedeal/cue-skills ~/.cue/cue-skills
fi

Create a Cue API key yourself at cuecue.cn, then store it locally:

mkdir -p ~/.cue
echo '{"api_key": "sk-your-key"}' > ~/.cue/config.json

The agent cannot create or view your API key. Before research, check the key, service health, and playbook availability using the skill's health-check instructions. A typical research invocation is:

python3 ~/.cue/cue-skills/cue-research/scripts/research_run.py \
  --query "<user's original question>" \
  --template-id <current playbook template ID> \
  --output ~/cue-reports/$(date +%Y-%m-%d-%H%M)-overseas-litigation.md

A single research run typically uses about 3–8 credits. If credits are insufficient, do not retry or alter the query; explain the available options to the user.

Overseas Litigation Case Library Data Schema & Taxonomy

The skill does not define a local case database or fixed machine-readable case schema. Research is performed through the Cue service, which uses externally maintained public sources; the playbook template is retrieved dynamically from the Cue API.

Item Location or format Purpose
API configuration ~/.cue/config.json Stores the user-provided Cue API key.
Research runner ~/.cue/cue-skills/cue-research/scripts/research_run.py Submits a query to the Cue service.
Local report ~/cue-reports/YYYY-MM-DD-HHMM-overseas-litigation.md Saves the generated Markdown report.
Share identifier conv_id in the runner result or report HTML comment Identifies the Cue conversation used to construct the original report link.

Reports organize findings into related cases, cause-of-action summaries, outcome trends, publicly reported fines or damages, compliance implications, and source links. The report is primarily in Chinese, while relevant case names and legal provisions may remain in their original language. Markdown can optionally be converted to Word or PDF with Pandoc; PDF conversion also requires a LaTeX engine.

Overseas Litigation Case Library Advanced Features

  • Cross-jurisdiction research: Covers public materials from US federal courts (PACER), the EU Court of Justice (CURIA), Singapore's Supreme Court, and other listed sources.
  • Regulatory-source coverage: Includes OFAC SDN records, the BIS Entity List, EU sanctions, ITC Section 337 investigations, securities regulator notices, and ICSID arbitration records, subject to public availability.
  • Traceable reporting: Findings include source links, and completed reports can link back to Cue using the actual conv_id; the skill forbids fabricating a share link.
  • Operational health checks: Tests API-key configuration, Cue service health, and playbook availability before starting research.
  • Resumable troubleshooting: For interrupted work, continue with the same command and query; do not delete the task session files. Narrow the jurisdiction, time period, or keywords when results are empty.
  • Credit-aware behavior: Research runs cost approximately 3–8 credits. Insufficient-credit errors are non-retryable until the user adds credits or the allowance renews.
  • Document conversion: Optional Pandoc workflows can convert Markdown reports to DOCX or PDF.
  • Coverage caveats: Results rely on public sources, may omit state-court, non-public arbitration, or some non-English records, and do not constitute legal advice.
