What is Skill HR?

Skill HR acts as the dedicated human resources function for your agentic workforce, treating every individual skill as a role incumbent on a bench. Its primary mandate is to manage enterprise-style people operations for your Openclaw Skills, ensuring that every task is handled by the most qualified capability available. By formalizing the relationship between tasks and agents, it provides a structured layer for managing complex multi-step workflows.

This skill does not perform domain-specific work itself; instead, it orchestrates the lifecycle of other Openclaw Skills. It handles Job Description (JD) intake, internal matching, external market recruitment, and systematic performance reviews. This ensures your AI workforce remains efficient, vetted, and properly delegated.

Skill HR Use Cases

  • Automating the selection of the best available skill for a complex software engineering task.
  • Managing the recruitment and installation of new Openclaw Skills when the current environment lacks specific competencies.
  • Tracking the reliability of AI agents through detailed incident logging and performance debriefs.
  • Implementing governance by putting underperforming skills on probation or terminating them from the active pool.

How Skill HR Works

  1. Intake and JD Creation: The skill processes the user's request into a structured Job Description (JD) to clarify the exact requirements of the task.
  2. Internal Matching: It scans the local registry of Openclaw Skills against a matching rubric and competency model to identify potential candidates.
  3. Handoff or Recruitment: If a strong match is found, it performs a delegated handoff. If no match is found, it initiates market recruitment to find and install the necessary skill.
  4. Lifecycle Management: After the task is completed, it executes a performance debrief to log success or failure metrics.
  5. Registry Maintenance: It updates a local HRIS-style registry, tracking counters and status (active, probation, or terminated) for all managed skills.

Skill HR Setup

To deploy Skill HR, you need to set up the local state management directories within your project. This allows the skill to persist its registry and incident logs.

# Create the local state directory
mkdir -p .skill-hr/incidents

# The skill will automatically initialize registry.json and other state files upon first execution.

Ensure that your environment matches the supported host paths (such as Openclaw or Claude Code) to allow the skill to correctly identify the locations of your Openclaw Skills.

Skill HR Data Schema & Taxonomy

The skill organizes its operations using a structured metadata taxonomy and local file storage. Data is managed through the following schema:

Artifact Path Format Description
Registry .skill-hr/registry.json JSON The master list of all Openclaw Skills with status and performance counters.
Incidents .skill-hr/incidents/ MD/JSONL Individual files logging the outcomes of specific task assignments.
Prompts references/prompts/ Markdown Standardized templates for JD intake (P01) through termination (P06).
Host Config references/hosts/ Markdown Environment-specific paths and tool assumptions for different platforms.

Skill HR Advanced Features

  • Multi-Host Detection: Automatically adjusts pathing and configuration for environments like Claude Code and Openclaw Skills frameworks.
  • Safety Veto Checks: Includes a built-in competency model that performs safety and capability checks before executing install scripts or third-party code.
  • Benchmarking Suite: Includes Python scripts to validate the matching registry and compare matching accuracy against gold-standard cases.
  • Logical Termination: Supports the ability to retire skills from the active dispatch pool without requiring physical file deletion, maintaining a historical record of performance.
